As as I'm able to tell I can tell, the 3DS version is identical to the PC release in every way: the identical C64-style graphics, with smiling faces in monochrome, against (optional) flashing geometric backgrounds as well as the same fully explorable world of vast spaces, endless mazes, and so many spikes; the exact chiptune soundtrack.
The differences include, on the downside there's no level editor (though Nicalis has said it is in the process of adding it), and, on the other hand the 3D. Other than that it's the same old challenge of physically impossible rooms which you ought to have played already. Although the exact details of the nostalgia component aren't clear to me (not being a C64 person), the game's style is ideal for me It's a series of self-contained challenges in the realm of platforming that require dexterity and forethought. Though the level editor isn't available, a selection of user-created levels are included in the download, such as the massive "Dimension 333333" by Sendy and a level created by Minecraft creator Notch. Once you've completed the primary game and have collected all 20 "trinkets", you won't need to use the wizard powers that you apparently have in order to create new content.
